DCP Dhruman said as per the Cinema Regulation Rules, 1952, mandatory yearly inspection for every cinema is required. Under this, a cinema has to obtain NOCs from four different departments, including ACP South Ludhiana, Executive Engineer PWD, Assistant Divisional Fire Officer Ludhiana and chief electricity officer, Punjab Government, Patiala.

In the Swaran Cinema case, they applied for 2017-18 inspection on July 8, but till November this year, the cinema had not submitted a single report in the Police Department, the notice states.
