Deputy Commissioner (DC) Rajnarayan Kaushik has ordered an inquiry into no-objection certificates (NOCs) issued without charging development fee and other taxes in Narnaul town of the district.
Sources said officials of the Municipal Council (MC) issued the NOCs without charging development fee and other taxes to owners of commercial properties.
The sources said the bungling came to the fore when MC Secretary KK Yadav found an NOC issued to a shop owner without charging any development fee and other tax. He then inspected other office records and found many such NOCs.
“The secretary immediately put the council’s Junior Engineer Vikas Sharma on notice and sought clarification about the NOCs in August last year. However, Sharma replied that he had nothing to do with the matter as the NOCs were issued by the then Municipal Engineer of the council,” said the sources.
“Getting no objection/no dues certificate from the MC is mandatory for disposing of commercial property because land deals cannot be registered in the absence of the NOC. The owner has to clear all dues of the MC before disposing of the property. Such taxes are the main source of income for the council,” said Yadav.
The secretary claimed the alleged scam had caused heavy revenue loss to the council. Yadav said that he had urged the DC to ensure recovery of the due taxes from the property owners besides action against guilty officials.
Meanwhile, Kaushik said Additional Deputy Commissioner (ADC) Rajesh Jogpal had been deputed to inquire into the matter.
“The ADC has been asked to submit his inquiry report at the earliest so that further action could be taken accordingly,” the DC added.
