Notwithstanding opposition from a number of Congress leaders and MLAs, Punjab Education Minister Vijay Inder Singla today announced the notification of ‘Online Transfer Policy’ for government teachers in the state.
Putting the policy in public domain through media and government websites, Singla said he had got clearance from Chief Minister Capt Amarinder Singh to end the “sifarish” and chaotic transfer system without any political pressure.
On the controversy over supply of poor-quality school uniform to students, Singla said an inquiry would be held into the allegations.
The transfer policy will directly affect 90,000 teachers, excluding those on management posts like principal, headmaster, etc. The policy requires an applicant teacher to file a transfer request online in the given time-frame, which begins from July 3 for this year and will be completed by July 31. From, next year, the process will be completed by March 31.
The transferred official will have a minimum tenure of two years at the new place of posting. No transfers will be allowed, even for vacant posts due to retirement of a teacher, after July 31. However, in administrative exigency (i.e. adverse PTR and disciplinary cases), the department shall be at liberty to post any teacher at any of the stations, in the interest of students.
The decision on allotment to a vacancy shall be based on the total composite score of points earned by a teacher, out of 250 points.
Length of service shall be the prime factor for deciding the claim of the teachers against a vacancy since it shall have weightage of 95 points. Besides service points in various zones or the total length of service in Punjab Education Department, age factor will be considered in a manner that a teacher having completed 48 years of age will get 1 mark, 49 years 2 marks and so on with 10 as the maximum marks.
However, to take care of categories like women, widows, widowers, differently-abled persons, persons with serious ailments and well-performing teachers, a privilege of maximum 50 points can be availed by teachers of these categories.
Grading of school of posting, annual confidential reports of teachers, etc. being other areas to be considered and the average of last five years of results/reports will be considered. A teacher whose ward is studying in a government school will fetch him another 15 marks.
Teachers taking leave of more than 3 months during an academic year, except maternity and child care leave, will attract negative points under the new transfer policy.
Besides, if two teachers obtain same score calculated up to 6 decimal points, a female will get preference over her male colleague. If both are of the same gender, the one senior in service will have preference.
How to apply
- State divided into zones. Teachers can submit objections to zone category till July 1. Zones to be notified on July 2
- Online applications for transfer against vacant posts to be submitted from July 4 to 11. Orders of new postings on July 12
- A second round of applications from July 15 to 22 to fill remaining vacancies. Process to continue till July 31
Who all exempt
Cancer patients, those on dialysis, 60% and above handicapped, have Hepatitis B or C, sickle cell anaemia, thalassaemia, are divorced or have differently-abled children or mentally challenged children, war widow, martyr's widow, where death of the spouse makes it necessary for the serving employee to relocate to another place immediately and having children below 15 years of age or teachers who are spouses of armed force personnel who have been posted in difficult areas.
