For more efficiency, duties shifted from DPI to DGSE

Making substantial changes in the administrative structure of the School Education Department, a number of tasks have been shifted from the Director Public Instruction, Secondary Education (DPI-SE) to the Director General, School Education (DGSE). While the DPI is a PCS-cadre officer, DGSE is an IAS officer.

The DGSE will henceforth look after the establishment matters, which were being looked after by the DPI (SE) so far. As per the orders issued by The Secretary, School Education Department, received here on Monday, the DGSE will be the appointing authority of all principals, lecturers, headmasters, vocational teachers and masters. He will look after all matters of meritorious schools, infrastructure work in all schools, all type of scholarships and statistical matters relating to all schools.

So far, the DGSE was the controlling authority of the Sarva Shiksha Abhiyan (SSA), a Central government-sponsored programme for schools. He was just the supervisory authority on other wings of the School Education Department. Now as there is no new scheme under the SSA and the work of the DGSE, an IAS officer, was confined only to the disbursal of funds received from the Union government under SSA, the department has allotted many important and significant tasks to him.

This change has been made to bring about more efficiency and making optimum utilisation of available human resources to strengthen the administrative setup, said Krishan Kumar, Secretary, School Education Department. Henceforth, the DPI (SE) will look after the establishment matters of master cadre, classical and vernacular teachers and ministerial staff. The sports wing of the School Education Department, which was so far under the control of a Deputy Director in the office of DPI (SE), has now been shifted to the DPI (Elementary Education). The DPI (EE) will look after the mid-day meal scheme, sports wings, pre-primary school education and the primary school teachers.

The Director, SCERT, has been allotted the administrative work of the Padho Punjab Padaho Punjab programme and he will also handle the matters relating to teachers’ education and utilisation of funds received from the DGSE.

While the Director Public Instruction (DPI) is a PCS-cadre officer, the Director General, School Education (DGSE) is an IAS officer. So far, the DGSE was the controlling authority of the Sarva Shiksha Abhiyan (SSA). He was just the supervisory authority on other wings of the Education Department. There is no new scheme under the SSA and the work of the DGSE was confined only to the disbursal of Central funds under SSA, the department has allotted many significant tasks to him.
