The  Bill to amend the Indian Lunacy Act of 1912 which was introduced and passed on Tuesday at the Imperial Legislative Council adds a new section providing for the reception of lunatics sent by Foreign Governments such as those of the French and Portuguese territories in India as they themselves have no lunatic asylums. It was stated in the Objects and Reasons that the French government were anxious to obtain the facilities of British Indian Asylums for their lunatics (other than criminal lunatics) and the new section permits proceedings for a reception order in such cases by authorities in British in India. We can well understand the good intentions of accommodating French lunatics in British Asylums, but do not understand why the Bill was passed without referring it to a Select Committee or allowing further time to discuss it.
