IT is quite probable that the Legislative programme for the ensuing Delhi session will be considerably curtailed owing to war. It is improbable that Government will take any steps in connection with certain bills of possibly contentious nature — which have been introduced into and are pending in Council. In particular it is unlikely that the Indian Criminal Law Amendment Bill extending further protection to minor females which was recirculated last April as amended by the Select Committee will be taken into further consideration by the first Session of next year. Other bills of importance which are pending before the Council and which are likely to be affected by the peculiar circumstances of this year are the bills extending the law relating to Contempt of Court and the bill amending the Criminal Procedure Code which was introduced at the end of last March. The introduction of the University Bill is also likely to be postponed.
