10 years on, former UT cop, businessman convicted in graft case

CBI court to pronounce quantum of sentence on March 29

The CBI Court here has convicted Ram Chander Meena, former Deputy Superintendent of Police, Economic Offences Wing (EOW), Chandigarh Police, and businessman Aman Grover in a corruption case registered by the agency ten years ago.

The court will pronounce the quantum of sentence on March 29.

The CBI had registered the case on August 13, 2015, on the basis of a complaint filed by one Guneet Kaur. The complainant had stated a woman, Deepa Duggal, had got an FIR registered against her parents Gurkirpal Singh Chawla, Jagjit Kaur Chawla and brother Harmit Singh Chawla in the EOW, alleging cheating.

Sub-inspector Surinder Kumar was investigating the case under the supervision of DSP Ram Chander Meena. The complainant stated that the police were trying to arrest her parents and brother and on account of fear of arrest, they were hiding themselves. She claimed that on August 11, 2015, Aman Grover, son-in-law of Deepa Duggal, contacted her and informed that one person Sanjay Dahuja was in contact with the DSP and the sub-inspector. She stated that Grover further told her that the two police officials were demanding a bribe of Rs 75 lakh through Dahuja for not arresting her parents and brother, and effecting a compromise in the matter.

On her request, Sanjay Dahuja and Aman Grover agreed to accept a bribe of Rs 70 lakh. While Rs 40 lakh were to be paid to EOW officials in cash, a post-dated cheque for Rs 30 lakh was to be given to Aman Grover.

After registering the case, the CBI laid a trap and arrested the accused while allegedly taking cash and cheque.

Sanjay Dahuja later turned approver in the case. Sub-inspector Surinder Kumar died during the trial.

After completion of the investigation, a chargesheet was filed in the court. Finding prima facie case, charges were framed against the accused to which he pleaded not guilty and claimed trial.

Public prosecutor Narender Singh argued that the prosecution had proved the case beyond a shadow of doubt.

After hearing of the arguments, the court convicted ex-DSP Ram Chander Meena and businessman Aman Grover under Section 120-B of the Indian Penal Code and Section 7 (1)(d) (ii) of the Prevention of Corruption Act.
