Average 1 hour processing time under ‘Easy Registry’ system
Four days after the ‘Easy Registry’ system for registering the sale and purchase of property was launched at Sub Registrar office at DAC Mohali, things are gradually getting streamlined with both staff and visitors settling into the process.
The new setup is still in the initial stages and not many property owners are aware of it. People are largely getting to know about the state government’s new initiative through newspaper advertisements or through word of mouth.
Many visitors said it was taking roughly an hour to get the work done on the day of appointment, while some others said it took around two hours in the office.
At Mohali, 220 applicants have availed of the Easy Registration service in the first three days. On the fourth day today, 95 applicants got their documents processed.
Tech glitches
An overhead electronic token display system remained stuck on numbers 35 and 45 on Thursday afternoon. The list of appointments on two TV screens installed in the waiting hall had to be scrolled up and down with a remote.
Sale of Deed, Equitable Mortgage, General Power of Attorney, Transfer of Property, Conveyance, Tatima, Will, Pattanama/ Leased and Agreement are among the common applications processed.
Officials said usually around 100 registries were processed here on a daily basis. However, with the state government’s NOC waiver window closing, the flow of registries is slightly less these days, they added.
“In some cases, buyers or sellers reschedule appointment for a next date due to personal reasons,” said Harminder Singh Hundal, District Revenue Officer.
Visitors, sale deed writers, revenue officials and old hands here said the true test of the new setup will be during the festival season when people buy land and property on auspicious occasion in large numbers. “The number of sale deeds for registration shoots up considerably at that time. But by then everything will be settled and we will be in a position to manage things comfortably,” said Harmanpreet Singh Cheema, Sub Registrar-1, Mohali.
Panchkula resident BM Verma, who had come to register a plot, said, “The system is transparent and consumes less time.” Mohali resident Harbir Singh said, “Pehle nallo vadiyah... (Better than the earlier system). The government should try to improve it further.”
Daljit Singh, a retired kanungo, and advocate Mohit Verma, who were present at the Easy Registry Sewa Kendra, said, “We are here to help out visitors with technical issues. People from villages and others approach us to clear their doubts about documents. If everything is in order, only then the sale deed is typed. On an average, four to five visitors come to us daily.”
Mohali MLA Kulwant Singh said people will not have to be depend on one sub-registrar office to get their property registered, they can go to any sub-registrar office within the district.
“Soon, the system will be implemented across the state. Neither the people will have to deal with agents nor will they have to face inconvenience in offices,” he said. From start to finish, they will have all information on their mobile phone.
The officials said service assistants can also be called at home by dialing helpline number 1076 for document preparation.
