Chandigarh Health Secy for rationalisation of staff

The UT Health Secretary has asked for rationalisation of GMSH-16 staff based on their performance during the second wave of Covid-19.

In a review meeting held recently, UT Health Secretary Yashpal Garg directed that rationalisation of staff on the basis of actual requirement and availability of funds needed to be done immediately. In future, in case of any requirement, the department would consider those persons, strictly on the basis of merit, who had performed well during their engagement for short period during the second wave of Covid-19.

He further said: “In cases where the agency for outsourced staff has backed out, the Health Department should take strict action. Further, instead of resorting to direct payment to the outsourced staff, the department needs to immediately examine the possibility of adopting ongoing contract in other departments of the UT Administration for a short period till finalisation of new agency.”

As many as 81 employees engaged in Covid duties under various categories were terminated recently. They were engaged as outsourced employees during the Covid-19. Around 400 employees were engaged during the Covid-19 for the period up to September 30.

The Health Secretary also ordered the rationalisation of staff on the basis of actual requirement needs immediately at the Government Medical College and Hospital (GMCH), Sector 32.

Garg said instead of hiring the manpower, the hospital authorities should consider outsourcing some of the services itself after floating an e-tender with appropriate terms and conditions based on the requirement of the GMCH-32. In cases where contracts had expired and new contracts had not been finalised yet, instead of resorting to direct payment to the outsourced staff, the hospital authorities need to immediately examine the possibility of adopting ongoing contracts, he ordered.
