Chandigarh MC to change norms for advertising rights on public toilets

Three tenders seeking a single company for the rights get no response

After getting no response to the third tender, the Chandigarh Municipal Corporation is considering changing the terms and conditions for allowing advertisements on around 340 public toilets here.

Sources said the MC was considering to split the tender in parts based on the number of toilets and float it again so that more companies can become eligible to participate. The cash-strapped MC have floated the tender three times to give the advertisement rights to a single company, but failed to get any response.

AS per the present term and conditions, the MC wanted to give the tender to a single firm. The norms were formulated in such a way that only major companies can participate in the process. Sources said the MC was likely to revise the terms and conditions to allow more companies to participate in the tender.

The civic body is planning to split the tender in parts with a specific number of public toilets. Once the revised terms are approved, a fresh tender will be floated soon.

The MC floated the tender after an agenda in this regard was approved in the House meeting held in February 2025. Amid a deepening financial crisis, the MC is planning to generate revenue through its resources.

Gurpreet Singh, Congress councillor, said the MC must make the terms and conditions more competitive. He said the strict and rigid conditions have little room for the competition which is a must for generating more revenue, he added.

The civic body had aimed at earning over Rs 6 crore annually by offering advertising rights for the public toilets across the city.

Municipal Commissioner Amit Kumar said, “We are examining the issues of tendering process and various options are being explored to make the project successful. The whole process is likely to be completed soon.”
