Chargesheet filed against 4 in Dera Bassi fake NOC case

The Dera Bassi police have filed a chargesheet in the court against four accused in the fake NOC case in the Dera Bassi tehsil office.
Despite an intimation followed by three reminders by the Special Investigation Team (SIT) since October, after the registration of the case, the Dera Bassi tehsil office has not provided record after September 2023. The non-cooperation of the tehsil office in some aspects of the probe has been brought to the notice of Deputy Commissioner Aashika Jain and Mohali SSP Dr Sandeep Garg.
The SIT had sought complete record of the total registrations in batches of three months each. The SIT only received records related to 173 cases reportedly found to be fraudulent by the Executive Officer, Dera Bassi MC. A request to attach a revenue officer in the SIT probe did not yield any result.
Dera Bassi ASP Dr Darpan Ahluwalia said, “Verbal and written requests for records have been made to the tehsil office from time to time. The record is awaited. The status of the probe has been intimated to the authorities concerned.”
Dera Bassi SHO Ajitesh Kaushal said, “A chargesheet has been filed in the case today. A supplementary chargesheet may be filed depending on further investigation.”
The police had nominated Bhankarpur property dealer Vidyanand Thakur, alias Vicky, 34, computer operator-clerk Ritik, Roni Mohalla resident Gulshan Kumar and Suresh Kumar of Pahari Gate in the case.
According to the SIT probe, Gulshan used a fake NOC 76 times for registration of property. Suresh sold 76 stamp papers to Gulshan. Ritik created fake NOC on his laptop. Vidyanand created fake QR codes in his mobile phone. He used to create QR code with the help of an application and give it to co-accused Gulshan to prepare fake NOCs, the probe found out. The SIT has recovered mobile phones, records, Rs 1.57 lakh, templates of fake NOCs, laptops and a record of transactions from the accused.
Dera Bassi SDM Himanshu Gupta said, “There is no issue of providing record to the SIT. The tehsildar will hand over the record of 2,000 registrations, running into 30,000 pages, in a pen drive tomorrow. The record till September last year has already been given to them. The remaining record will be handed over to them soon. The SIT members can come to the office anytime and check the records in entirety.”
Dera Bassi ex-MLA NK Sharma said, “What is the fault of people? Their registries are not being done in Dera Bassi, Zirakpur and Lalru. The government first made money through registrations, second time by starting a probe and third time by cancelling them. It is clear that government is hand in glove unscrupulous elements. It is a big scam which needs to be investigated by CBI.”
The accused
