The court passed the order on an application filed by Amneet. The investigating officer moved her application before the court, seeking permission to provide her with a copy of the final note recovered from the IPS officer’s pocket and laptop bag after he shot himself dead.

A will dated October 06 and “final note” dated October 7 were found on the body by a forensic team from the Sector 36 centre. More copies of the will and “final note” were recovered from a laptop bag in the bedroom of the house.

The court said it was observed that there was no specific provision under the BNSS to seek permission of the court to supply a copy of seized case property during investigation. Therefore, while there is no express requirement of prior permission under the law, the investigating officer is permitted to supply a copy of the “final note” and will, etc. to the complainant but by maintaining a proper case diary and ensuring that original documents are not tampered with.

In the eight-page final note, the IPS officer has reportedly given accounts of alleged harassment, including caste-based discrimination by some officers. He also named many officers in it.
