Court declines bail in fake SC certificate case

The applicant secured job in the Police Housing Corporation on the basis of certificate

A court dismissed the anticipatory bail application of Mohali resident Karnail Singh, alias Amir Singh, 64, in a case related to forgery of Scheduled Caste (SC) certificates on the basis of which the applicant had secured job in the Police Housing Corporation.

“It is a sensitive matter of the government service employments where foul play has been committed by the accused/applicant and thus he cannot claim a free pass by, contending that he is of old age or had retired. The offence is indeed grave in nature. As such, no ground is made out to grant anticipatory bail to the applicant,” the court order read.

Earlier the court noted: “A detailed inquiry was carried out by the state-level scrutiny committee and eventually it was concluded that the Schedule Caste certificate of Amir Singh, alias Karnail Singh, bearing No. 40 dated 7.01.1995 was not genuine. So, the committee decided to cancel the certificate and even confiscate the original certificate. Copy of the report was sent to Mohali Deputy Commissioner to cancel and confiscate the original Schedule Caste certificate after which an FIR was registered.”

The accused had contended that he was innocent and had been falsely implicated in this case. Rather the real complainant, Sarabjit Kaur, by whom representation was moved, was exacting personal vendetta against the applicant since FIR had been registered at the instance of Baljit Kaur and in the same, husband of Sarabjit Kaur was very much complicit. During investigation, it was found that Amir Singh had forged an SC certificate in January 1995 and secured a job. His son, Harpreet Singh, an IRS officer, also allegedly made SC certificate in April 2002. — TNS
