Fake promotion orders : Chandigarh cops file chargesheet against six accused

The Chandigarh Police have filed a chargesheet against six accused in the alleged forgery case of issuing promotion and recruitment orders of Punjab Police personnel under the name of former Punjab Director General of Police (DGP).

The chargesheet has filed against Sandeep Kumar, Mani Katoch, Bahadur Singh, Satwant Singh, Sarbjit Singh and Kulvinder Singh Hundal. Two accused are still at large in the case.

Sandeep Kumar and Bahadur Singh were working as superintendents in the DGP office, while another accused, Mani Katoch, was working as a head constable.

The chargesheet has been filed for the offences punishable under Sections 419, 420, 464, 465, 46, 7, 468, 471, 120-B and 13 of the Prevention of Corruption Act against the accused.

Over 500-page chargesheet contains the details as how the accused allegedly issued fake orders. The Chandigarh Police registered a case against unidentified persons on the complaint of a Deputy Superintendent of Police, on behalf of the Punjab Police, on January 12, 2022 alleging forgery of promotion and recruitment orders. Names of several police personnel, including constables, sub-inspectors and assistant sub-inspectors, were mentioned in the alleged promotion orders issued on the signature of former Punjab DGP S Chattopadhyaya.

The written orders mentioned that 11 police personnel were promoted under 13.21 Punjab Police Rule, 1934, in recognition of outstanding services rendered by them.

On verification of all these above orders, it was found that no such orders were issued from the office of the then DGP, Punjab, and the signatures of the then DGP, Punjab, have been forged to prepare fake orders benefiting the persons.

The police said promotion and recruitment orders, signatures and other relevant documents had been sent to the Central Forensic Scientific Laboratory. Once they receive the reports, a supplementary challan will be filed in the case.

As per the chargesheet, fake promotions orders were endorsed in the dispatch register in back dates.

The accused had also allegedly fabricated orders by the former DGP to recruit two constables, including the son of another accused who remains at large. The accused had even forged the DGP’s signature to remove adverse entries from the annual confidential report of one inspector. The court has fixed April 19 as the next date of hearing in the case.
