‘Final Note’ of Haryana IGP reveals years of professional anguish

Suicide note finds mention of several senior IAS, IPS officers

Fresh details have emerged in the tragic death of senior IPS officer Y Puran Kumar, Inspector General of Police (IGP), who died by suicide at his private residence in Sector 11 here on Tuesday.

According to sources, investigators recovered an eight-page typed suicide note, along with a half-page will, from the crime scene. The will stated that all his material assets would be transferred to his wife Amneet P Kumar. The note, described as a “through and detailed” account, traced Kumar’s professional journey and reflected deep frustration over his career trajectory, transfers and treatment within the police hierarchy.

Police officials confirmed that many senior IAS and IPS officers were mentioned in the note. Kumar reportedly wrote about his disappointment over transfers and promotions over the past decade, alleging that he was sidelined and discriminated against due to his Scheduled Caste background.

He recounted his legal battle in 2021 when he had approached the Punjab and Haryana High Court against a former DGP, alleging discrimination. The note also referred to his complaint to the government in March 2023 over being posted as IG (Home Guards) — a non-cadre post — as well as his most recent transfer on September 29 as IG, Police Training College, Sunaria (Rohtak). Kumar reportedly was satisfied when he was transferred to the Rohtak Range on April 21 this year, which he considered a mainstream posting. But in five months, he was transferred to Sunaria, which he was supposed to join soon.

WHAT VICTIM'S WIFE STATED IN POLICE COMPLAINT

Request for FIR against accused officers

  • In her complaint to the SHO of Sector 11 police station, IPS officer Y Puran Kumar’s wife Amneet P Kumar sought registration of an FIR against Haryana DGP Shatrujeet Singh Kapur and SP Rohtak Narendra Bijarniya.
  • The requested charges include Section 108 (abetment to suicide) of the BNS and provisions of the SC and ST (Prevention of Atrocities) Act.
  • She also requested for immediate arrest of the two officers, citing their influential positions and potential to tamper with evidence or influence witnesses.

Allegation of caste-based harassment

  • Amneet alleged that her husband faced systematic caste-based discrimination and humiliation during service
  • She stated he was subjected to casteist remarks, excluded from police social and worship gatherings, and denied dignity and respect at the workplace

Professional persecution, conspiracy alleged

  • The late officer allegedly endured prolonged administrative persecution and mental harassment under DGP Kapur’s leadership
  • Amneet claimed that her husband had informed her of a conspiracy to falsely implicate him in a fabricated case
  • She stated that on October 6, just a day before his death, a “false and mischievous” FIR (No. 0319/2025) was registered at the Urban Estate police station, Rohtak, against one of his subordinates — allegedly under the DGP’s instructions — as part of this conspiracy.

Reference to suicide note and evidence

  • The complaint refers to an eight-page suicide note recovered by the police, in which the officer allegedly detailed years of harassment and named responsible officers
  • Amneet stated she found another typed copy of the same suicide note inside her husband’s laptop bag.

Victim dialled DGP before death

  • The complainant stated that her husband had contacted DGP Kapur and attempted to call SP Bijarniya shortly before his death, but received no response. The DGP allegedly “hushed up” the conversation, worsening her husband’s distress

Emotional appeal and call for justice

  • Amneet stated her husband’s only “crime was honesty in service.” She said her family had witnessed years of humiliation and injustice, and that his death was not a case of “ordinary suicide” but the result of institutional cruelty by powerful officers.
  • The letter appeals for justice, dignity and accountability, stating: “My husband’s decades of public service deserve dignity, not silence.”

The 2001-batch IPS officer, hailing from Andhra Pradesh, was 52 years of age and had eight years of service left.

Sources said in 2023, Kumar had filed five complaints against an IAS officer, alleging caste bias, and even approached the National Commission for Scheduled Castes seeking registration of an FIR.

On Wednesday afternoon, the deceased’s wife Amneet P Kumar reached Chandigarh and went directly to their official residence in Sector 24, where she was visited by UT Chief Secretary H Rajesh Prasad and SSP Kanwardeep Kaur. Later, she went to the Sector 11 house. Around 4.30 pm, she was escorted to the Government Multi-Speciality Hospital in Sector 16 (GMSH-16) for identification of the body, joined by her brother Amit Rattan Kotfatta. A request was moved to the DHS, Chandigarh, for constitution of a medical board with a forensic expert for the post-mortem examination, which is scheduled for Thursday morning, as the family awaits the arrival of their elder daughter from the United States. The cremation will take place later.

At night, two mobile vans of the CFSL team were spotted at the Sector 11 house. Jaiveer Rana, SHO, Sector 11 police station, was also at the spot. Amneet gave him a written complaint against Haryana DGP Shatrujeet Singh Kapur and SP Rohtak Narendra Bijarniya.

The basement room where the officer had allegedly shot himself was unsealed by CFSL officials in the presence of Amneet and evidence was being collected till the filing of this report. CCTV footage was also analysed by the team. Further, other rooms at the house, which were inaccessible yesterday and were sealed by the team, were visited by a team of the CFSL. Another copy for will and the final note were recovered from there. Some electronic devices were also seized.

According to police sources, the recent arrest of ASI Sushil Kumar in an extortion case in Rohtak for allegedly demanding a monthly bribe of Rs 2–2.5 lakh from liquor contractors on behalf of the IGP finds no mention in the suicide note. However, Amneet stated the opposite in her complaint.

Preliminary forensic analysis revealed that Kumar shot himself in the right temple, with the bullet piercing through the left ear and embedding in the plywood wall of the basement study. At the time, Kumar was in the house with two domestic staff and his younger daughter.

His daughter, who had stepped out briefly, returned upon her mother’s call after he failed to respond to phone calls. The body was discovered around 1.30 pm.

Investigators said Kumar used his personal security officer’s firearm, not his own service revolver. It is common practice for PSOs to leave their weapon with the officer when going on station leave. The CFSL team’s videography showed the typed note beside the body, confirming it as a prima facie case of suicide.

Friends and batchmates of the 1998-batch IPS officer, who had recently met him at an official gathering, expressed disbelief, saying he appeared cheerful and showed no visible signs of stress or depression.
