Haryana Govt urged to file review plea against HC judgment

Residents of Mansa Devi Complex (MDC), Sector 1, have urged the Haryana Government to file a review petition explaining the present position of Sukhna’s catchment area.
Anand Singh Bisht, a resident of Sector 2 and a former employee of Shipping Corporation, said the High Court judgment was based on the 2002 demarcation of the catchment area around the lake. He said the High Court had banned construction in 2011 and the actual situation on ground in the same year should have been considered by the court. He said one-km distance from the catchment area would include several houses constructed in Sector 2.
Bisht said one-km distance from the catchment area decided by the court would shatter dreams of hundreds of plot owners in Sector 1 who had been allotted land by the Haryana Shehri Vikas Pradhikaran (HSVP) about 10 years ago. He said the catchment area should be restricted to 500 metres only so as to enable people to build their houses. People who had got the land allotted by the estate agency about a decade ago in Sector 1 would not be able to build their houses, he said.
VS Pathak, president of Confederation of Societies, said at present, there were four societies — Tribune Employees and Friends Co-operative Group Housing Society, Samachar Patra Employees Co-operative Group Housing Society, Hill view Patarkar Co-operative Group Housing Society and Newspapermen Co-operative Group Housing Society — which had about 45-acre land in MDC, Sector 2. He said around 14 persons had constructed houses before the ban and added that they were in talks with the Haryana Government to allow them to construct more houses under the land pooling system. He said if the High Court decision would be implemented, lakhs of rupees invested by people would go down the drain as they would get meagre compensation from the government.
Pathak said the Punjab, Haryana governments and the UT Administration should have earmarked the catchment area around Sukhna Lake, but nothing had been done so far. He said there was confusion about the catchment area as Punjab had banned construction within 100 metres of the catchment area while Haryana had earmarked 500 metres.
