In suicide note, Haryana IGP alleges caste bias, denial of leave, mental harassment, conspiracy

IPS officer Y Puran Kumar in his suicide note dated October 7, which he had titled as 'Final Note', has accused Haryana DGP Shatrujeet Kapur and Rohtak SP Narendra Bijarniya besides a number of other officers of meting out “caste bias” against him over the years, including access to places of worship, timely sanction of earned leave, allocation of official vehicle as per entitlement, official accommodation, application of MHA guidelines and rules for promotion and cadre management of IPS officers.

"Instead of addressing these issues, all representations and complaints were ignored and are being used vindictively against me in a mala fide manner," the suicide note states.

On Shatrujeet Kapur, he said, "The DGP continues to harass me by instigating Bijarniya to malign my reputation and by not acting on specific reports sent by me to him against the SP. This has emboldened Bijarniya to malign my reputation, make ultra vires orders, etc… I cannot bear this continued conspiracy…caste-based discrimination, public humiliation, targeted mental harassment and atrocities any

longer, and hence this final decision to end it all."

He also accused the DGP of making certain comments in his APAR for the period ending July 31 last year, which were "factually incorrect, purely imaginary, unsubstantiated, loaded with personal prejudice and in violation of principles of natural justice." He alleged that this humiliated him publicly as the communication was sent to him via WAN (wide area network), which was also brought to the notice of the ACS (Home) in writing. He alleged that Kapur even made "casteist comments in writing his APAR", which was "documentary proof of his mindset and deliberate and continued harassment".

Kumar mentioned the name of IPS officer Kala Ramachandran, whom he accused of discriminating against him in the allotment of official accommodation in Panchkula.

In the suicide note, he mentioned both IPS officers Sandeep Khirwar, then Gurugram CP, and Sibash Kabiraj, then Gurugram Joint CP, as having conspired to "implicate him in false and vexatious cases after his transfer from the post of Joint CP, Gurugram."

He alleged that IPS officers Manoj Yadava and PK Agrawal, and IAS officer TVSN Prasad left no stone unturned in harassing him by their discriminatory, caste-based mental harassment and humiliation in public view, which had been brought to the notice of the competent authorities and all concerned multiple times, but no action was taken on any of these to date.

Regarding ex-DGP Manoj Yadava, he alleged that the harassment started when he visited a temple at a police station in Ambala in 2020, which was a matter of record and was in the notice of all concerned.

"The caste discrimination, mental harassment, public humiliation and atrocities started by Manoj Yadava continues against me till date by other officers of the Haryana cadre. Rajeev Arora, the then ACS (Home), did not even sanction me earned leave on time due to which I could not visit my father for the last time before his death. This causes me continued immense pain and mental harassment and is an irreparable loss," he stated.

This was also intimated in writing to all concerned, including the then Chief Secretary, but no action was taken, he pointed out.

He accused IPS officer Amitabh Dhillon of withdrawing the official vehicle on his transfer to the post of IGP (Telecom) in November 2023.

He accused IPS officer Sanjay Kumar of conspiring with Dhillon and Kapur to leak information to the media regarding departmental proceedings against him. Similarly, he accused IPS officer Pankaj Nain of generating and circulating baseless and malicious anonymous complaints against him. DGP Kapur was approached through the official spokesperson of the Haryana Police for comments, but no reply was received.

Kumar had also accused Chief Secretary Anurag Rastogi of not taking any action on his complaints while serving as the ACS (Home) and disposing them of without hearing his side.
