A delegation of the Property Consultants Association today met UT Adviser Manoj Parida and highlighted various problems being faced by them.

“Since the Government of India has relaxed the restrictions imposed in view of Covid-19, we request you to forgo with the appointment system in the Sub-Registrar Office and the Estate Office as this system has come out to be a big cause of mismanagement in both offices,” said Kamal Gupta, president of the association.

The entire working of the Estate Office had been disturbed in the name of digitalisation. Target dates given for various jobs such as transfer of property, issuance of NDC/NOC and even information under the RTI Act were not being supplied on time, he said.

The delegation members suggested that the job of digitalisation be handed over to some private agency or some separate branch be started and the staff of the Estate Office be asked to concentrate on their routine work.

They said on the pattern of the Punjab Urban Development Authority, the UT Administration should start registration of property dealers by charging nominal fee and issue registration number to each property dealer for availing of various services such as inspection of files by paying nominal fee to bring transparency and avoid frauds in deals related to property transactions.

They said the offices of Sub-Registrar in Mohali and Panchkula were already working on cashless system as the amount of registration charges were deposited directly in the bank before coming to the office for execution of respective documents and the same system should be started in Chandigarh, which would bring efficiency in the system and end the malpractices in the Sub-Registrar Office.

The delegation comprised of Kamaljit Singh Punchi, chairman, Kamal Gupta, president, Sunil Kumar, general secretary, and Manpreet Singh, finance secretary.
