On September 25, 2012, CBI sleuths had arrested Cheema for demanding and accepting a bribe of Rs 25,000 from a resident of Mani Majra for not framing him in a case of murder bid. Dhiman, a local politician, was also arrested. The bribe was sought from Harbans Singh, against whom a complaint was filed at the Mani Majra police station by his landlord Bishan Dass.
In his complaint to the CBI, Harbans Singh stated that Cheema had demanded Rs 30,000 for not registering a case against him. But later, a deal was struck for Rs 25,000. Cheema had directed him to hand over the bribe to Dhiman.
As per the complaint, on September 22, 2012, around 9 pm, the complainant’s family had a petty quarrel with Bishan’s family over drinking water. The same day, Harbans’ wife filed a complaint with the Mani Majra police. Around 1 pm on September 24, Harbans received a call from Cheema, the then SI at the Mani Majra police station, asking him to come to the police station. When he went there, he requested Cheema not to not register a false case under Section 307 of the IPC.
Cheema demanded a bribe of Rs 30,000 from him for either making out a case under Section 323 of the IPC or hushing up the matter. Cheema later asked him to meet Dhiman and directed him to hand over the money to him. The complainant then approached the CBI and later both were arrested.
