Questioning of senior officers named in final note begins

The Chandigarh Police have begun recording statements of senior police officers and officials named in the final note left by former ADGP (Law & Order) Y Puran Kumar, whose allegations triggered a high-profile internal inquiry earlier this month.

Sources confirmed that among those whose statements are being recorded are two retired Director Generals of Police, PK Agrawal and Manoj Yadava, as well as senior IPS officer Sibash Kabiraj (Police Commissioner, Panchkula), who were mentioned in the ADGP’s concluding note before the matter came under formal scrutiny.

As part of the widening probe, ADG (Additional Director General) of the Anti-Corruption Bureau (ACB) Amitabh Singh Dhillon (1997 Haryana batch) and ADGP (Law and Order) Sanjay Kumar (1997 Haryana batch) visited the Chandigarh Police Headquarters today for questioning. Officers from the investigation team said the process of recording statements was being carried out methodically to verify claims, clarify the sequence of events and identify any procedural lapses or administrative concerns flagged in the note.

Police officials stated that all individuals named were being examined in accordance with procedure and that the inquiry would rely on documentary evidence, recorded communications and official correspondence referenced by the ADGP.

Y Puran Kumar (52) was found dead at his Sector 11 residence in Chandigarh on October 7, with police treating the incident as an alleged suicide. Officers recovered a will and a typed note in which he levelled serious accusations against several senior and retired police and administrative officials, alleging caste-based discrimination, persistent harassment and public humiliation throughout his career. His wife, senior IAS officer Amneet P Kumar, later lodged a formal complaint requesting the registration of an FIR under relevant laws, including the SC/ST (Prevention of Atrocities) Act, claiming that prolonged harassment drove him to suicide.

A Special Investigation Team was formed to examine both the circumstances of his death and the claims he made.

Senior officers emphasised that the investigation was aimed at ensuring transparency and accountability within the police system. More officers are expected to be summoned in the coming days.
