Three firms bid to set up waste processing plant

After about eight long months, things seem to be moving for setting up of a new waste processing plant in Dadu Majra.

What project entails

• The selected firm will establish an integrated waste processing plant of 550 tonnes per day capacity on a 15-acre site at Dadu Majra in two years
• It will also operate and maintain three existing garbage transfer stations for a period of 17 years — two years for construction of plant and 15 years for its operation and maintenance.
• The plant is to be constructed on a design, finance, own, operate and transfer basis.
• As per technology recommended for the project, wet waste is to be processed to produce bio-CNG and dry waste to produce RDF

Earlier, 3 technical bids failed to qualify

• In June 2020, the MC had taken over the waste plant from Jaypee Group
• It claims to be processing 100% dry and wet waste through temporary facility
• Earlier, technical bids of three previous companies failed to qualify for the project, forcing the civic body to float a short-term tender

Three agencies have placed their bids for establishing and maintaining the plant. The local municipal corporation (MC) will conduct the technical and financial evaluation of the bids in the next 10 days to finalise one of the three firms for the job.

Delhi MSW Solutions Limited, Hyderabad, Enviro Control Private Limited, Gujarat, and Hindustan SFC Joint Venture, Navi Mumbai, have shown interest in the project. The latter two have filed bids under joint venture.

The MC had floated a short-term tender after technical bids of three previous companies failed to qualify for the project. The bids were called in about 10 days.

It was way back in June 2020 that the MC had taken over the waste plant from Jaypee Group, but could not establish its own till now. However, it claims to be presently processing 100 per cent dry and wet waste through temporary facility.

Though a request for proposal (RFP) was made on June 9 for hiring an agency for the permanent plant, it kept getting delayed. The last date for sending entries kept increasing to till February 9 as there was lack of response from prospective agencies.

MC officials said to have held deliberations with different companies to understand project-related nuances and to make the tender more attractive.

The corporation had floated the RFP for the selection of a concessionaire for the establishment of an integrated waste processing plant of 550 tonnes per day (TPD) capacity along with the operation and maintenance of three existing garbage transfer stations for a period of 17 years, two years for construction of plant and 15 years for its operation and maintenance.

The plant is to be constructed on a design, finance, own, operate and transfer basis. The agency has to construct the plant within two years on a 15-acre site at Dadu Majra. Land measuring 20 acres has recently been reclaimed through bioremediation and would be utilised for the setting up of the plant. As per the technology recommended by the National Environmental Engineering Research Institute (NEERI), wet waste is to be processed to produce bio-CNG and dry waste to produce RDF, which will be supplied to cement plants as fuel.
