Three years on, Chandigarh teachers demand implementation of Central rules
The Chandigarh Aided Colleges Teachers’ Association (CACTA) has written to the Union Home Minister Amit Shah to immediately enforce Central Service Rules / UGC Rules based on the Central pattern in the Union Territory’s Grant-in-Aid colleges — a reform notified by the Ministry of Home Affairs (effective from April 1, 2022), which are still not implemented.
The association further stated that despite a clear notification, no service policy has been framed for these colleges in over three years.
“These colleges have produced legends like Kapil Dev, Neeraj Chopra, Manu Bhaker, and Sarabjot Singh, yet our teachers are denied the service conditions that have already been approved
for the Union Territory,” said CACTA secretary Amitabh Dwivedi.
Key issues which await resolution includes, CAS promotions pending since 2016, Adoption of UGC Regulations 2018, Grant of past service benefits and PhD advance increments.
“It’s time to end this prolonged injustice. Implementing Central rules is not just a policy decision — it’s a matter of fairness, stability, and dignity for the teaching community of Chandigarh,” Dwivedi added.
