Why hire consultants ?

The Chandigarh Administration and Municipal Corporation often engage consultants for day-to-day activities — checking the viability of construction of The Tribune flyover, privatisation of the Electricity Department and even for calculating tariff for electricity, rejuvenation plan for Sector 17, etc. However, the bodies have in-house bureaucrats, expert technocrats, scientists and academicians. Why does it need to hire private consultants and waste tax-payers’ money?
