Jammu and Kashmir Chief Secretary Atal Dulloo on Tuesday chaired a comprehensive review meeting to assess the progress and implementation of major infrastructure projects being executed by the National Highways Logistics Management Limited (NHLML) across the Union Territory.

A spokesperson said the meeting primarily focused on the status of ropeway projects under the Parvatmala Scheme, the Inter Modal Station (IMS) at Katra, and the Multi-Modal Logistics Park (MMLP) in Jammu, all of which are pivotal for enhancing connectivity, logistics efficiency and tourism infrastructure in the region.

Reviewing the progress of ropeway projects, the Chief Secretary underlined that the UT administration is prioritising improved connectivity to key tourist destinations through sustainable transport solutions.

The meeting was informed that bids have been invited by NHLML for the preparation of Detailed Project Reports (DPRs) for seven priority Public-Private Partnership (PPP) projects, with bid submission scheduled for November 2025. These ropeway projects includes Sonmarg–Thajwas, Dodhpathri–Diskhal, Bhaderwah–Seojhdar, Baltal–Amarnath, Pahalgam–Amarnath, Nasri Tunnel–Sanasar, and Shankaracharya ropeway project.

Dulloo emphasised the importance of timely DPR finalisation, stating that these projects hold immense potential for promoting tourism and providing last-mile connectivity to major pilgrimage and scenic destinations.

He also reviewed the progress of the Inter Modal Station (IMS) at Katra, a flagship project of strategic importance for pilgrims visiting Shri Mata Vaishno Devi Shrine. The project aims to provide seamless integration of various modes of transport to enhance passenger convenience and travel efficiency.

The meeting discussed the financial model of the project, covering both Phase-I and the comprehensive development plan, and the ongoing consultations between NHLML, H&UDD, and the Finance Department to finalise the modalities.

The Chief Secretary called for accelerated action to resolve all pending financial and administrative issues to ensure timely commencement of the project.

Reviewing the status of the MMLP Jammu, Dulloo stressed the need to expedite the signing of the Memorandum of Understanding (MoU) for the project to facilitate the start of DPR-related works, including topographical and geo-technical surveys and demand assessment.

It was informed that a financial model based on normative costing has been submitted by NHLML to the Industries & Commerce Department, which is presently under examination for its viability and implementation framework.

The Chief Secretary directed the concerned authorities to ensure early finalisation of land availability to enable NHLML to initiate on-ground activities without delay.
