Education Dept stays execution of reversion orders of 330 elementary school headmasters
The Directorate of School Education (DSE) has stayed the implementation of the reversion orders issued on May 27, under which 330 Elementary School Head Masters (ESHMs) posted at various government schools across the state were reverted to their previous posts, citing wrongly granted relaxation in eligibility criteria.
The operation of this order has been stayed till further orders in light of pending representation submitted by several affected ESHMs.
The DSE has now instructed all District Elementary Education Officers (DEEOs) not to take any further action on the orders unless specific instructions are issued by the department. This comes as a major relief to the affected ESHMs, as the DSE stated that the matter is currently under examination.
A formal communiqué regarding the stay was issued by the Director General, Elementary Education, to all DEEOs on Monday. Rohtak DEEO Diljeet Singh has confirmed the development.
The May 27 orders stated that Trained Graduate Teachers (TGTs)/ Language Teachers serving in government schools were considered and promoted to the post of ESHM from time to time. It came to the notice that certain SC/BC candidates were inadvertently granted relaxation of 5% in their BA degree marks during the promotion process, based on the instructions issued by the Chief Secretary on July 16, 2014.
“However, upon clarification from the Chief Secretary, it was confirmed that this letter only pertains to relaxation in marks to candidates of reserved categories for the purpose of admissions to educational institutions and not to provide relaxation in promotion in any department of the state. The Chief Secretary’s office also clarified that under GAD instructions, dated March 15, 1983, relaxation in qualification and experience is granted at the time of direct recruitment only when the sufficient number of candidates of reserved categories are not available,” read the order.
The order further maintained that accordingly, the department re-examined the promotion cases of such SC/BC candidates through the committee (s). Upon review, it has been found that several candidates were wrongly granted relaxation in eligibility and were thus promoted in contravention of the applicable service rules, hence they were reverted to their substantive posts of TGT/C&V with immediate effect.
Among the ESHMs, several had either superannuated or were deceased. In such cases, the DEEOs concerned were directed to immediately undertake pay re-fixation in accordance with applicable rules and instructions as the reversion was not applicable to them.
