CM Gupta launches reforms to digitise, expand healthcare

Chief Minister Rekha Gupta on Thursday digitally launched three key healthcare initiatives — the Hospital Information Management System (HIMS), 34 new Ayushman Arogya Mandirs, and 8 new Jan Aushadhi Kendras — promising a more accessible, transparent, and tech-driven health infrastructure for the national capital.

Speaking at the inauguration ceremony at the Delhi Secretariat, CM Rekha Gupta described the reforms as “a decisive step towards building a healthy and inclusive Delhi.” She expressed gratitude to Prime Minister Narendra Modi, acknowledging the Central Government’s financial support in enabling the city’s ambitious health upgrade. “The people of the national capital will now benefit from a modern healthcare system that will ensure they receive timely and efficient treatment,” she said.

The new Ayushman Arogya Mandirs—primary health centres designed to provide essential services, including lab tests and diagnostics—take the total to 67 this year alone. The Chief Minister reiterated her government’s goal to establish 1,100 such centres by March 2026, with 15 targeted for every constituency.

CM Gupta also formally unveiled the Hospital Information Management System (HIMS), a digital platform developed in collaboration with the Union Ministry of Health and Family Welfare. The system enables patients to schedule OPD appointments from home, access their lab and radiology reports, view medical records, billing details, and initiate treatment immediately upon arrival with the use of their digital health card.

“Over 93 lakh Ayushman Bharat Health Account (ABHA) IDs have already been created in Delhi,” CM Gupta noted, adding that these digital health cards will allow patients to receive treatment at any hospital, anywhere, with access to their complete medical history.

“This is true progress,” she said. “Appointments can be scheduled from home, eliminating long queues. Once a patient presents their health card, treatment can begin immediately.”

The Chief Minister also stressed her administration’s zero-tolerance policy towards corruption in medicine procurement, claiming all purchases are now fully digitised. “We addressed the issue of overpriced medicines earlier by opening Jan Aushadhi Kendras,” she added.

CM Gupta also announced that more than 1,350 long-vacant nursing positions have been filled as part of her government’s healthcare strengthening drive.

Health Minister Dr Pankaj Kumar Singh hailed the launch as a milestone moment.

He confirmed that the government plans to establish 1,139 Ayushman Arogya Mandirs across Delhi to bring quality primary healthcare to every neighbourhood and colony.
