Delhi Lieutenant Governor VK Saxena expressed deep anguish over the deaths of four civil services aspirants in the National Capital, describing the incidents as “most unfortunate and unacceptable.”

FIR registered, two arrested

The police have arrested the owner Abhishek Gupta and the coordinator Deshpal Singh of the Rau’s IAS Study Circle. A case has been registered under the charges of culpable homicide, negligence and other relevant sections against them.

Three aspirants died in the flooded basement of a coaching centre in Old Rajinder Nagar and another aspirant died earlier in the week due to electrocution related to waterlogging. These incidents have sparked massive outrage. Saxena has directed the Divisional Commissioner to submit a comprehensive report on the incident by Tuesday and vowed accountability.

He further said, “While nothing can bring back the precious young lives lost due to the apathy of the administration and the criminal misconduct of those running coaching institutions, the responsibility of those who caused the loss of lives, will be fixed and guilty will be brought to book.”

The owner and the coordinator of the coaching centre have been arrested. Officials revealed that the coaching institute had permission to use the basement as a storeroom, but it was being used as a library, which violates the rules.

Saxena pointed to “criminal neglect and failure of basic maintenance and administration by concerned agencies and departments” as the root cause.
