Delhi Assembly prepares for fully paperless winter session

Departments to undergo two-day NeVA training ahead of December legislative proceedings

Ahead of the winter session of the Delhi Assembly, expected in mid-December, Speaker Vijender Gupta on Thursday directed a two-day training programme for government departments as part of a push for a fully paperless session.

The Speaker stated in the upcoming session, all questions, notices, replies and legislative business between the Assembly and departments of the Government of NCT of Delhi would be handled through digital platforms.

The training session would take place on December 2-3, with officials from all 40 GNCTD departments undergoing instruction on replying to Assembly questions, submitting bills and conducting all related legislative work via the National e-Vidhan Application (NeVA).

On December 2, officials from General Administration, Services, Finance, Excise, Trade & Tax, Revenue, Women & Child Development, Land & Building, Information & Public Relations, Vigilance, Administrative Reforms, Planning, Health & Family Welfare, Transport, IT, Law & Justice, Legislative Affairs, Art & Culture, Tourism, Official Language and Development departments would receive training. Departments including Social Welfare, SC/ST Welfare, Food & Civil Supplies, Industries and Environment & Forest would also be trained.

The following day, December 3, officials from Home, Urban Development, DUSIB, Education, Higher Education, Training & Technical Education and allied departments would undergo training. PWD, Irrigation & Flood Control, Water and Gurudwara Elections departments would also participate.

Speaker Gupta said the shift to 100 per cent paperless operations would enhance efficiency, transparency and the smooth conduct of legislative proceedings. He added transitioning to a digitally empowered system is essential for strengthening accountability and ensuring timely responses from all departments.

He directed officials to make sure all arrangements and coordination be completed in time to ensure a seamless rollout during the forthcoming session.

Notably, the Delhi Legislative Assembly has achieved complete paperless functioning in a short span, becoming the 18th Legislative Assembly in India to be fully digitalised under NeVA, accomplishing this milestone in just 100 days.
