The GAD order, addressed to various department heads and in-charges, emphasised that no files, documents, or electronic equipment should be taken outside the Secretariat without explicit permission.

“The necessary instructions should be issued to branch in-charges in departments and offices within the Delhi Secretariat to ensure the safety and security of records, files, documents, electronic files, and other related items under their sections and branches,” the order stated.
