According to police, the scammers lured victims with false promises of mobile tower installations in exchange for hefty registration fee.

“The fraudsters had created a well-managed ecosystem, including fake websites and Google advertisements, to trap unsuspecting individuals,” a senior police officer stated.

The accused designed fraudulent websites and promoted them via online advertisements to target individuals. The victims were asked to pay an initial “registration fee.” After making payments, all communications ceased.

The police revealed that at least six cases of mobile tower installation fraud have been linked to this gang so far.

A case was registered at the Cyber police station, Outer North Delhi, on a complaint by a resident of Pooth Khurd, Delhi. The complainant was contacted via WhatsApp and phone calls by fraudsters who convinced him to pay a registration fee and other charges amounting to Rs 1,85,650, an official said. The complainant later realised that he had been scammed.

“We traced the fraudsters through call details, bank account records and website hosting information. Our investigation led us to the mastermind, Sarfaraz, residing in Samalkha, Delhi,” DCP (Outer North) Nidhin Valsan said.

A raid was conducted at Sarfaraz’s location on February 21, 2025, following which he was arrested. Further technical surveillance led to the arrest of Munna Singh, another key player in the scam, the police said.

“They executed their scam through a fake website, www.towervision.in, and similar fraudulent platforms. Sarfaraz was the primary website developer, designing and maintaining these platforms, while Munna managed Google advertisements to lure victims,” the DCP added.

Suspecting a larger network, the police conducted raids in Haryana to track other suspects. Sarfaraz (36) is a graduate from Bihar.

Officials said was experienced freelance website developer before turning to cyber fraud. Munna Singh (37), a BCA graduate, previously worked in IT sector in Noida and Gurugram. “He handled Google advertisements for fraudulent websites, including those linked to mobile tower scams,” they said.
