Gurugram to soon get portal for easy conversion of plots

The Municipal Corporation of Gurugram (MCG) is all set to launch a portal where residents can submit online applications to convert the status of their plots from residential to commercial within planned schemes.

Rs 10 per square metre Scrutiny fee

To apply for conversion, property owners need to pay a scrutiny fee of Rs 10 per square metre, conversion charges as per the notification of the Town and Country Planning Department and development charges of 5 per cent of commercial collector rate per square metre. They also need to pay a composition fee of Rs 160 per square metre on the converted area.

Talking to The Tribune, Sumeet Malik, Town and Country Planning officer of the MCG, said the portal was ready and would start functioning within the next couple of days. According to estimates, the portal would help more than 5,000 residents to convert the status of their residential plots for commercial use, which would address the evolving demand in the urban development landscape.

Most of these unauthorised buildings — used as guest houses, paying guest accommodations and shops — are located in the erstwhile rural areas – the 38 villages – that were included in the municipal corporation.

An official said these conversions would be done in accordance with the “Haryana Municipal Urban Built-Plan Reform Policy, 2023”, that was approved by the Haryana Government in October last year.

Over the years, changing circumstances have prompted plot owners to use and convert residential plots for non-residential purposes, which was previously not permitted by the government.

The policy would apply to planned schemes within core areas of municipal limits, excluding areas/sectors developed by Haryana Shahri Vikas Pradhikaran (HSVP), Housing Board (Haryana), Haryana State Industrial Infrastructure Development Corporation, and areas governed by the Town and Country Planning Department of the state government.

Parameters like Floor Area Ratio (FAR), ground coverage and plot height would remain consistent with the original residential scheme. The building line of the original scheme would also have to be maintained by applicants.

The application process would be facilitated through the portal, which will be opened by the MC in the next couple of days. The policy would help regulate commercial activities in planned areas, leading to better urban planning and development. If a property is rejected or not applied for regularisation, MCG may restore the building to original status, enforce compliance with parameters or cancel licences and permissions.
