Property registration gets major upgrade to prevent fraud

The Capital has implemented the National Generic Document Registration System (NGDRS) across all 22 Sub-Registrar Offices, according to a statement from the Lieutenant-Governor’s office.
This move represents a major advancement in improving the transparency, efficiency and security of property registration in the city. The system establishes a central database for properties, aiming to simplify the registration process, shorten processing times and prevent fraud.
Lieutenant-Governor VK Saxena, who has been closely monitoring the initiative, confirmed the rollout and directed that all properties in Delhi be registered with NGDRS by January 2025. Saxena also ordered the integration of the Delhi Development Authority (DDA) and Municipal Corporation of Delhi (MCD) property databases with NGDRS, aiming to create a seamless, unified system for property-related matters.
Implemented in 18 states and Union Territories before reaching Delhi, NGDRS operates on the principle of “One Nation, One Software” for property and document registration. The system offers features like online appointments, fee calculation and document data entry, with all registered documents stored on a central server.
This digital approach eliminates the need for physical searches at Sub-Registrar offices, as documents can be quickly retrieved using deed numbers, PAN numbers, or property numbers.
The integration of NGDRS with other agencies will enable citizens to check property ownership details, reducing the risk of fraud. For instance, the DDA’s house allotment and lease deed systems will be linked with NGDRS to streamline document verification, allowing on-the-spot registration. Additionally, MCD will integrate its Unique Property Identification Code (UPIC) with NGDRS to create a comprehensive property database, linking property tax information with registration data.
