THE second phase of the Special Intensive Revision (SIR) of electoral rolls to be conducted from November 4 till February 7, 2026, in nine states and three Union Territories will see subtle changes in the procedure — a direct consequence of the controversy-ridden first phase conducted in poll-bound Bihar.
