A DISPUTE over relocation of a government health centre in a village in Doda district of Jammu region has spiralled into a major political standoff, resulting in a sitting legislator being detained under the stringent Public Safety Act (PSA) for the first time in Jammu and Kashmir. Promulgated in 1978, the legislation allows detention of any person above the age of 18 without trial for a period of two years as an administrative measure.
