For nearly 1,400 highly qualified contractual Assistant Professors in Haryana’s state universities, years of dedicated service have brought little more than uncertainty and insecurity.

On Wednesday, the Haryana Universities Contractual Teachers Association (HUCTA) met Chief Minister Nayab Singh Saini at Haryana Bhawan, Delhi, urging him to fast-track the long-pending Service Security Law in the forthcoming Winter Assembly Session. The law, they said, would finally safeguard their employment and livelihood.

The Chief Minister assured the delegation that the Higher Education Department had collected all required information from the universities regarding contractual teachers and that “employment security and job guarantees will be provided soon.”

HUCTA state president Dr Vijay Malik and Dr Karmwati Yadav recalled that the process of granting job security had begun during last year’s Winter Assembly Session, when the Chief Minister had himself made a commitment. They said a high-level committee’s report, already approved by the Chief Minister, had been submitted, and all necessary details from the registrars of state universities had been provided to the department for action.

HUCTA demanded that contractual Assistant Professors in government universities be granted the same job security as extension lecturers in government colleges. “Only then will teachers be able to serve students with complete dedication and without the constant fear of losing their livelihood,” the association said.

Until the Service Security Law is enacted, however, contractual university teachers continue to face a precarious future.
