21 applications received for regularisation of houses constructed on ‘shamlat deh’ land in Yamunanagar
The Development and Panchayats Department, Haryana, has given a big relief to those rural families, who had built a house or part of the house illegally on non-agricultural land of ‘shamlat deh’ (panchayat land) before March 31, 2004.
Now, the process of giving legal status to such constructions has been notified.
As per available information, as many as 21 applications have so far been received in Yamunanagar district for regularisation of houses constructed unauthorisedly on shamlat deh land.
One application has been received from Bilaspur block, five applications from Chhachhrauli block, one application from Jagadhri block, seven applications from Pratap Nagar block and seven applications from Radaur block.
Deputy Commissioner Parth Gupta said the decision had been implemented through Haryana Act number-19, 2024 and Haryana Act number-5, 2025.
He said that a new sub-section (1A) had been added to Section 5A of the Punjab Village Shamlat Act, 191, which provided that panchayats could sell shamlat land up to a maximum of 500 square yards (construction + 25 per cent open area), on which houses were built before March 31, 2004.
He further said this land should not be any reservoir, pond, revenue road or land of public use.
District Development and Panchayat Officer (DDPO) Narender Singh said under the Haryana Act number-5, 2025 (1 April 2025), two important changes were made.
He said now the Director of Development and Panchayat Department would have the right to grant permission.
He further said the provision of prescribed rate had been added by removing the compulsion of market rate.
He said that as per the revised rules notified on January 17, 2025, interested persons would be able to apply to the District Collector within 12 months from the date of publication of these rules in the prescribed format to the gram panchayat.
He further said the market rate of land would be equal to one and a half times the collector rate prevailing on March 31, 2004.
“The occupant of the land will have to apply to the gram panchayat with the required documents along with proof of occupation of the house prior to 2004 such as electricity bill, water connection, demarcation report, map, jamabandi, photographs of the house, Aadhaar card/voter card and other documents,” said Narender Singh.
