42 industrial services notified under Right to Service Act

The Haryana Government has notified 42 services of the Industries and Commerce Department under the Right to Service (RTS) Act, 2014, ensuring time-bound delivery of approvals, registrations and grievance redressals for industries and businesses. The move, notified by Chief Secretary Anurag Rastogi, aims to enhance transparency and efficiency in service delivery.

The notification sets specific timelines for various industrial approvals, including boiler registrations, partnership firm registrations, society approvals and subsidies for large and mega units. Additionally, designated officers, first grievance redressal authorities and second grievance redressal authorities have been appointed to ensure timely resolution of complaints.

Under the Indian Boilers Act, 1923, boiler registrations will be completed in 22 days, boiler renewals within 15 days and approval for modification, alteration or repairs within 10 days.

Under the Lubricating Oils and Greases (Processing, Supply, and Distribution Regulation) Order, 1987, provisional and full trading licences will be issued in 20 days and renewals will also follow a 20-day timeframe.

Under the Indian Partnership Act, 1932, firm registration will be completed in 7 days and approval for changes in partners or registered offices in 3 days.

Under the Haryana Registration and Regulation of Societies Act, 2012, society name approval will take 3 days, approval for governing bodies will take 15 days, changes in society names or registered offices within 7 days and amendments to society bylaws within 60 days.

For large and mega industrial units, stamp duty refunds, electricity duty exemptions, employment generation subsidies, and investment subsidies on VAT/SGST will be processed within 44 days.

Other industrial approvals include boiler welder certificates (10 days), boiler operation engineer certificates (30 days) and manufacturing licences for IBR welding electrodes (15 days).

The notification also sets clear deadlines for handling queries and complaints from businesses. All queries must be raised within 7 days of receiving investor details. Complaints must be resolved within 15 days of receiving complete details.
