83 tehsils across Haryana's 16 districts yet to implement new collector rates

Registration of properties stalled in many areas as updates on portal still underway

Even as the Haryana Government ordered the implementation of new collector rates across the state from August 1, the process remains incomplete in 83 tehsils spread across 16 districts. Property registrations were stalled in these areas on Friday due to delays in freezing the updated rates on the government’s HALRIS portal.

Tehsils where rates not frozen as of Aug 1

District-wise details:

Hisar: 9 tehsils

Kaithal: 7 tehsils

Karnal: 6 tehsils

Kurukshetra: 6 tehsils

Rewari: 8 tehsils

Nuh: 6 tehsils

Others include Charkhi Dadri, Faridabad, Jhajjar, Jind, Mahendergarh, Palwal, Panchkula, Sirsa, Sonepat and Yamunanagar

In contrast, districts such as Panipat, Ambala and Sonepat moved ahead with the revised rates. In Panipat, all five tehsils — Panipat, Israna, Madlauda, Samalkha and Bapoli — successfully updated their records, enabling normal registration activity.

“In Panipat, the new collector rates have been frozen in all five tehsils. As a result, document registrations were carried out smoothly on Friday,” said Deputy Commissioner Dr Virender Kumar Dahiya. He said the rates in the district have been hiked by an average of 20 to 25%.

Tehsildar Suman Lata confirmed that 74 property documents were registered on the day, with Panipat tehsil alone accounting for 53 registrations. “Even registrations booked through tokens earlier were processed at the new collector rates,” she added.

In Karnal, property registrations remained suspended due to ongoing updates. “The update work is in progress, and no registrations took place today. Normal operations will resume after technical completion,” said District Revenue Officer Manish Kumar. Notably, collector rates in some Karnal localities have seen an increase of up to 70%, triggering discontent among property dealers, though no formal objections have been received yet.

Hisar also saw no registrations on Friday. Commercial zones such as Bus Stand to Dabda Chowk, New Anaj Mandi and Rajguru Market witnessed sharp hikes — up to Rs 1.60 lakh per square yard. Residential sectors like Sector 15 have also seen considerable hikes.

In Ambala, new collector rates were implemented smoothly with 10-50% increases across various residential and commercial pockets. “We received a few objections related to sectors in Ambala City. After due process, the rates have now been implemented,” said Deputy Commissioner Ajay Singh Tomer.

In Sonepat, the new rates have been frozen across all six tehsils. “Registrations will begin from tomorrow as per the new rates,” said DC Sushil Kumar Sarwan.

Meanwhile, technical delays continued in 83 tehsils, including major ones in Hisar, Karnal, Jind, Kaithal, Kurukshetra and Nuh.
