After IGP’s complaint, meeting for promotion of 6 IPS officers postponed
The Home Department today postponed the meetings of the screening committee for the promotion of six IPS officers planned despite the model code of conduct (MCC) in force in the state after Inspector General of Police (IGP), Telecommunications, Y Puran Kumar complained to the Election Commission and Haryana Chief Secretary TVSN Prasad.
The screening committee meetings were slated for tomorrow under the chairmanship of the Chief Secretary. DGP Shatrujeet Kapur, Additional Chief Secretary (ACS), Home, Anurag Rastogi and Chief Minister’s Principal Secretary V Umashankar are its members.
A memo from the office of the ACS Home to the Chief Secretary and other members stated, “You are informed that the meeting, which was scheduled to be held on September 12 at 11:30 am under the chairmanship of the Chief Secretary has been postponed till further order due to a telephonic message from the Chief Electoral Officer (CEO).”
Meanwhile, CEO Pankaj Agarwal said after he received the complaint, he inquired about the matter.
ADGP OP Singh and ADGP Ajay Singhal, both 1992-batch IPS officers, were to be considered for promotion to the rank of DGP.
Besides them, 1998-batch officers — Commissioner of Police, Gurugram, Vikas Kumar Arora; IGP, Security CID, Saurabh Singh; IGP, Law and Order, Hardeep Singh Doon; and IGP, South Range Rewari, Rajender Kumar — were to be considered for promotion to the rank of ADGPs.
Also, the 2011 IPS officers — Manisha Choudhary, Abhishek Jorwal, Rajendar Kumar Meena, Manbir Singh and Virender Vij — were to be considered for granting the Selection Grade. Their screening committee meeting, also slated for September 12, was also postponed due to “administrative/official reasons”.
Y Puran Kumar has alleged in his complaint dated September 7 that the office of the ACS, Finance, has given “illegal” concurrence, on September 3, for the creation of two temporary posts of DGP for the promotion of two ADGPs of the 1992-batch despite the MCC in force.
He added that concurrence was also given for the creation of four posts of ADGPs for the promotion of four IGPs of the 1998-batch.
He said as ACS Anurag Rastogi was handling the charge of both Home and Finance Departments, so he was the proposer and acceptor of the proposal for the creation of temporary posts.
He pointed out that the creation of two temporary posts of the DGP would lead to seven officers in the rank of DGP and 15 in the rank of ADGP which is a blatant violation of “guidelines and instructions of the MHA”.
He added that two officers of the 1998-batch — Vikas Arora, CP Gurugram, and Rajender Kumar, IGP South Range — who are likely to be benefitted have jurisdiction over 17 Assembly constituencies in Haryana, and have the “potential to allegedly influence their functioning”.
Y Puran Kumar urged the Chief Secretary to inquire into the reasons for promotions during the prevalence of the MCC in Haryana. He has also called for replacing ACS, Finance, Anurag Rastogi during the elections.
Creation of two temporary posts of DGP
