Chief Secretary issues orders to DCs to maintain harmony
Within hours of "sending" DGP Shatrujeet Kapur on leave, in keeping with the late IPS officer Y Puran Kumar’s family’s demand following his suicide, Chief Secretary Anurag Rastogi issued orders cancelling all events planned on October 17 to mark the first anniversary of the Saini government.
He also issued directions to all senior administrative and police officials to ensure communal harmony and maintain law and order in the wake of growing community protests in the state.
Specifically mentioning the cancellation of the anniversary celebrations in Sonepat, he also conveyed the decision to cancel all programmes, including the IAS Officers’ Association Diwali dinner to all Deputy Commissioners.
“There will be no one-year completion function either in Sonepat or any other district on October 17,” the Chief Secretary stated, adding that the association would not host its customary Diwali dinner this year.
The decision marks a significant development in the wake of PM Narendra Modi cancelling his scheduled visit to Sonepat on October 17, where he was to address the Jan Vishwas, Jan Vikas programme at Rai Education City. The event was intended to showcase the government’s achievements over the past year. The information about cancellation of the PM’s visit came when the BJP government was in the process of finalising preparations for a massive show of strength.
Modi's decision to skip the event came amid the ongoing controversy surrounding the autopsy of the deceased IPS officer and growing public pressure on the Saini government to meet the demands of the family.
Meanwhile, in the wake of the suicide and the growing community protests for an “impartial” inquiry, the government issued strict directions to district officials to ensure peace is not disturbed.
A communiqué by the Chief Secretary office in this regard has been sent to all Divisional Commissioners, DCs, senior police officers, including the DGP, ADGPs, IGs, and SPs. The directive underscores the need for "strict vigil" and "timely reporting" in view of the "recent incidents" following the unfortunate demise of Y Puran Kumar.
“All concerned officers are hereby directed to maintain close coordination with local organisations and community leaders, monitor the situation continuously, and initiate all measures required to uphold peace and public order,” the order reads.
It emphasised that any developments with the potential to disturb harmony should be addressed promptly, and timely reports may be furnished for review. It has also asked for regular updates from field officers.
“Field officers are further advised to remain accessible and be prepared to take proactive steps to prevent any untoward incidents. Please remain in close touch with all stakeholders and extend full cooperation to the concerned authorities for effective law and order management,” the directive states.
