Builders get time till Sept 30 to clear outstanding payments

In a fresh relief to defaulting builders, the Nayab Singh Saini-led Haryana Government has extended the deadline for the one-time settlement scheme for pending External Development Charges (EDC) till September 30, 2025.

Two options

• Pay 100% principal amount plus 56% outstanding interest till March 15

• Pay 50% principal amount besides 81% outstanding interest till March 15

• The amount of interest goes up by 1% every month after March 15

The extension comes under the “Samadhan Se Vikas” Scheme, offering defaulter builders over four more months to clear their long-pending EDC dues, which have been accumulating for several years.

“The one-time settlement scheme has been extended up to September 30, 2025, to enable recovery of long-pending EDC dues in respect of licence cases and change of land use (CLU) cases,” said AK Singh, Additional Chief Secretary, Town and Country Planning Department, in a government order.

Under the revised terms of the scheme, builders can now choose between two settlement options.

Under the first option, they can pay 100% principal amount along with 56% outstanding interest and penal interest calculated up to March 15, 2025. For payments made after April 15, this interest will rise by 1% every month, making it 57% and increasing monthly thereafter.

Under the second option, they can pay 50% of the principal amount along with 81% outstanding interest and penal interest till March 15, 2025. Here, the interest increases by 1% every month post-April 15, making it 82% and rising monthly thereafter.

These flexible options aim to encourage builders to settle their dues and facilitate smoother urban infrastructure development.
