Haryana Cabinet today approved the Haryana Contractual Employees (Security of Services) Rules, 2025.
It approved the designation of the punishing authorities and appellate authorities. For Group B equivalent posts, in cases involving both minor and major penalties as defined under the Haryana Civil Services (Punishment and Appeal) Rules, 2016, the head of the government organisation will be the competent authority to impose penalties, while the administrative secretary will serve as the appellate authority.
For Group C and D equivalent posts, in cases of minor penalties as prescribed in the Haryana Civil Services (Punishment and Appeal) Rules, 2016, the head of office of the government organisation will be the competent authority to impose the penalty, while the head of the government organisation will act as the appellate authority. In cases of major penalties, as prescribed in the same rules, the head of the government organisation will be the competent authority to impose the penalty and the administrative secretary will be the appellate authority.
Meanwhile, the Cabinet has also approved the draft notification under clause (b) of Section 2 of the Haryana Contractual Employees (Security of Service) Act, 2024, to designate the appointing authority. Accordingly, the head of the government organisation has been notified as the appropriate authority for the said clause.
The Cabinet also approved an amendment to the Haryana Legislative Assembly (Medical Facilities to Members) Rules, 1988. The amendment aims to extend the medical facilities currently available to every MLA for themselves, their family members and to recipients of family pension as well. Additionally, a provision has been inserted in the existing rules to grant a fixed medical allowance to members aged above 60 years at the rate of Rs 10,000 per month.
The Cabinet also approved key amendments to the Haryana Women and Child Development Department Group 'B' Service Rules, 1997 to bring them in line with current administrative and recruitment requirements. The amendments include updates in post nomenclature, pay scales, educational qualifications and the inclusion of newly created posts in the Departmental Service Rules.
All incoming mineral-laden vehicles are presently being imposed Rs 100 and Rs 20 for those destined for locations within Haryana and those transporting minerals to destinations outside the state, respectively. Now, a fee of Rs 80 per metric tonne shall be levied on all vehicles transporting minor minerals irrespective of the destination or point of consumption.
Compassionate appointment
The Cabinet approved a compassionate appointment to the son of a deceased Dalit woman as per court orders. The woman, Mukesh Devi, was killed and her burnt body was recovered near Jasiya village in Rohtak district in 2016.
Promoting air connectivity
The Cabinet gave its approval to prescribe a concessional rate of Value Added Tax (VAT) at 1 per cent in place of 20 per cent on Aviation Turbine Fuel (ATF) sold at all airports across the state to promote regional air connectivity and allied aviation activities.
