Contractor faces legal heat for falsifying certificate in tender bid

The Gurugram MC has taken legal action against a contractor for submitting a false experience certificate to secure a tender from the Gurugram Metropolitan Development Authority (GMDA) for the maintenance of a stormwater drain.

MC Executive Engineer Sanjeev Kumar confirmed to The Tribune that the MC had requested the police to file an FIR for fraud against the contractor. “We are also pursuing departmental and legal action against the computer operator who assisted the contractor in the online verification of the forged certificate without obtaining approval from the competent authority,” he said.

Last September, the GMDA invited tenders for patrolling, desilting and cleaning of a stormwater drain to prevent flooding during monsoon. The contractor submitted a certificate claiming prior experience in similar job work.

GMDA officials sent a request to the MC to authenticate the certificate. The office of the Executive Engineer concerned verified it. However, during the tender opening, another contractor lodged a complaint with the GMDA CEO, urging a re-verification of the experience certificate.

The GMDA authorities dispatched a senior official to the MCG office for a personal re-verification of the certificate. It was discovered that a computer operator had accessed the email ID of an executive engineer without proper authorisation and sent a message to the GMDA, falsely confirming the experience certificate.
