A section of contractual employees, recruited through the Haryana Kaushal Rozgar Nigam (HKRNL), is set to lose jobs in Haryana.

“The State Government has decided that after the joining of the newly-recruited Group C and adjustment of all contractual employees getting benefits of security of service under the Haryana Contractual Employees (Security of Service) Act, 2024, if the vacant posts are not available in departments/boards/corporations, then the contractual employees initially engaged through HKRNL will be relieved by applying the principle of ‘first in, first out’, i.e. the contractual staff with the most length of engagement to be relieved first,” an order issued by the Chief Secretary’s office said.

The order informed that it had been decided by the government that the newly-recruited Group C employees would join at their allotted posts. However, if the post is already occupied by a contractual employee engaged under the outsourcing policy, or through HKRNL by a contractual employee who was initially engaged before August 15, 2019, such an employee would not be relieved. Instead, his case would be processed by the department concerned for grant of benefit of security of service under the Haryana Contractual Employees (Security of Service) Act, 2024.

However, if the vacant posts are not available even after adjusting the contractual staff by giving them benefits, their services may be dispensed with, officials said.

"Inhuman, illegal"
