Former minister Karan Singh Dalal has written to President Droupadi Murmu against the state government’s proposal to promote HCS 2002 batch “tainted” officers to IAS.

In a letter dated March 4, Dalal said, “There is substantial prima facie evidence against these tainted officers, of having indulged in corrupt means to get selected. The fact that their selection is tainted and smeared with favouritism is evident from the pendency of the writ petition before the Hon'ble Punjab and Haryana High Court and also criminal proceedings under the Prevention of Corruption Act arising out of an FIR which was investigated by the Haryana Vigilance Bureau.”

He added, “Notably, both in the writ proceedings and the Final Report in the FIR these officers have been found to be ineligible, unfit and above all incompetent to be appointed as HCS. However, ignoring the above said factual position, qua these officers, the Government of Haryana has forwarded their names to the UPSC so as to be promoted as IAS officers by completely brushing aside the necessity of issuing Integrity Certificate in accordance with law and rules.”

Dalal pointed out that prior to this, twice in the past the names of these tainted officers had been sent back by the UPSC. “It is thus clear that these tainted officers enjoy the patronage of the higher-ups in the Government of Haryana, as their names are repeatedly being sent for promotion,” he alleged.

He added, “During the inspection of answersheets of successful candidates, a mass scale fraud, mischief, corruption, illegalities, irregularities, and malpractices were found to have been committed by the selected candidates in connivance with the then chairman and members of the Haryana Public Service Commission.”
