Days after notifying CET, rules framed to regulate Class C, D recruitment

Days after notifying the Common Eligibility Test (CET)-2025, the government has rolled out new rules to regulate Group C and D recruitment through the Haryana Staff Selection Commission (HSSC).

With transparency on mind, the rules—the Haryana Staff Selection Commission (Process of Recruitment of Group C and D posts) Rules, 2025—puts in place an institutional mechanism for the selection of regular staff for non-gazetted posts across various departments, boards and corporations.

The rules assume importance as the government recently notified the CET, asking the candidates to apply between May 28 and June 12. While June 14 is the deadline for paying the application fee, the date of the exam is yet to be announced.

Under the rules, a candidate of the reserved category would be considered for reservation benefits only if he has a domicile of Haryana, a notification by Chief Secretary Anurag Rastogi said.

“The CET marks obtained by an applicant will be valid for a period of three years from the date of declaration of the results. If during the validity period, the candidate attains the upper age limit, he shall not be entitled to appear in the written or skill test,” the notification stated.

All heads of department shall submit their requisitions for the vacant Class C posts to the HSSC. However, the requisition for Group D posts shall be sent to the Human Resources Department (HRD), while the boards/corporations shall send their requisition to the HSSC.

On the receipt of the requisitions, the posts available for recruitment shall be advertised by the commission and applications would be invited electronically from eligible candidates, who secured 50% in the unreserved category, and 40% in reserved category.

Meanwhile, in case of Group C posts covered under CET other than the posts of police service and teaching posts, of candidates applying for the post, the maximum number of candidates eligible to appear for skill or written test exam shall be 10 times of the total number of posts advertised by the commission.

On the basis of the marks obtained in the written/skill exam, the commission shall shortlist the candidates for selection, recommendation and waiting list in the respective categories.

For Group D posts, the commission shall, on the basis of the CET marks, shortlist the candidates for selection, recommendation and waiting list in the respective categories. The posts available for recruitment shall be advertised by the commission to invite application/willingness of the candidates to be appointed to the posts followed by the commission’s recommendations to the department concerned.

General candidates must score 50%

• Departments to send requisition to HSSC for Group C and to HRD for Group D

• General candidates must score 50% in CET, reserved candidates 40% to be eligible for selection

• HSCC to shortlist qualified candidates on the basis of written/skill test for final selection

• Quota benefits only for Haryana-domicile candidates

• No written/skill test for Group D candidates
