A Deputy District Education Officer (DEO) is allegedly found claiming travel allowance (TA) and daily allowance (DA) on fake bills and violating the government rules while she was posted as a Block Education Officer (BEO) at Israna.
Dr Mahavir Singh, Additional Chief Secretary, School Education, served a memorandum of the charges to Deputy DEO Kaushalya Arya to take action against her under rule 7 of the Haryana Civil Services (Punishment and Appeal) Rules, 2016. The ACS has directed the Deputy DEO to file her written statement regarding the allegations within 15 days of receipt of the memorandum.
It was found during an inquiry conducted by a special team that the then Block Education Officer at Israna, now Deputy DEO, had even claimed the bills of a journey on Saturday and Sunday.
As per the documents available with The Tribune, Dharmender Indora, a Samalkha resident, had filed a complaint to the Chief Secretary on June 20 last year, seeking inquiry against the Deputy DEO for fraudulently claiming travelling allowance as well as a daily allowance from the government while she was posted as a Block Education Officer (BEO) from June 17, 2018 to September 9, 2018.
The District Education Officer (DEO) was ordered to conduct an inquiry into the matter on November 11 last year.
As per reports of an enquiry conducted by a committee headed by the District Elementary Education Officer on December 4, 2020, Kaushalya was allegedly found involved in irregularities in claiming TA and DA.
She had claimed TA and DA bills without obtaining permission from the competent authority and even claimed the allowance within the limit of an 8-km radius and 20-km radius. She also did not mention the time and distance of the journey in the bills which was a mandatory step.
Despite several attempts, the Deputy DEO could not be contacted.
