Ex-CBI judge, kin amassed Rs 8 crore assets in months, says Vigilance
Draft order, audio proof link him to builders; ED officers under probe
The State Vigilance and Anti-Corruption Bureau (SV&ACB), Haryana, has filed a detailed chargesheet against suspended CBI/ED Special Judge (Panchkula) Sudhir Parmar, accusing him of unduly favouring real estate tycoons — M3M owner Roop Bansal, IREO vice-chairman Lalit Goyal and Vatika Ltd’s owner Anil Bhalla.
According to the agency, Parmar and his family members acquired properties worth Rs 7–8 crore within just 3-4 months, despite lacking the financial capacity to either afford or repay the loans taken.
The chargesheet, filed before a Panchkula court on October 13, states that Parmar joined as a CBI/ED special judge in Panchkula on November 18, 2021. Shortly thereafter, in January 2022, the Enforcement Directorate (ED) filed a Prosecution Complaint (PC) against IREO’s Lalit Goyal for allegedly siphoning off homebuyers’ funds and diverting Rs 1,777.48 crore outside India.
Dealings between IREO & M3M
During the ED’s property attachment proceedings, collaboration agreements were executed between IREO and M3M for 22.61875 acres in Sector 61, Gurugram and 30.256 acres in Sector 58, Gurugram, besides five development agreements covering approximately 78 acres in Bhiwadi, Rajasthan.
M3M reportedly paid Rs 700-800 crore to IREO for development rights. As per audio recordings provided to SV&ACB, Roop Bansal used Judge Parmar to pressure Lalit Goyal to register the said land, otherwise risking its attachment by the ED.
The chargesheet quotes one such conversation where Parmar assured that the properties would not be attached, a claim corroborated by the ED’s attachment order dated October 14, 2022, which did not include these assets.
“Parmar, during a conversation with an unknown person, admits/claims that he did not let Roop Bansal become an accused in ED cases. In another recording with Roop Bansal, the owner of M3M, he even promises that if he (Roop Bansal) is let off in the CBI case, then he (Sudhir Parmar) would not let him (Roop Bansal) become accused in the ED case,” the chargesheet states.
“In another recording pertaining to property worth Rs 1200 crore, Sudhir Parmar claims that he has spoken to Sunil Yadav (ED officer) and he would not allow it to be attached, provided some justification for the transaction of money is shown,” the document adds.
Family links & professional misconduct
Before his judicial posting in Panchkula, Parmar served in Gurugram, where he came in contact with the M3M and IREO promoters. His nephew Ajay was appointed as Deputy Manager (Legal) at M3M in December 2020 on a salary of Rs 8-10 lakh per annum. After Parmar became the CBI/ED judge, the salary was allegedly hiked to Rs 18-20 lakh.
SV&ACB claims that Parmar violated professional ethics by discussing pending IREO/M3M matters with Roop Bansal at his residence on August 12, 2022. During this meeting, Bansal sought help regarding ED permissions for registry of project land.
The chargesheet states that Parmar replied saying he had already spoken to Deputy Director (ED) Saket and officers Manoj Mishra and Sunil. Tower locations and witness statements, including one from Sombir Singh, reportedly corroborate this conversation.
‘ED officers also under probe’
The chargesheet notes that the properties under the Joint Collaboration Agreement (IREO-M3M) were never attached by the ED, and adds that the “role of officers/investigating officers of the ED” remains under investigation.
Suspicious property deals
The vigilance agency claims that a 327.96 sq yard plot at Signature Avenue, Sector 82, Gurugram, was purchased in the name of Parmar’s sister-in-law, Pushpa Devi, for Rs 1.80 crore via a conveyance deed dated April 15, 2022, whereas its market value was over Rs 4.25-Rs 4.40 crore.
“...the rest of the said payments for the said plot have been made by bribe money/black money, or the plot has been purchased at very low rates due to the influence of Sudhir Parmar, the then CBI Judge…” states the SV&ACB.
It further alleges that while an initial Rs 50 lakh payment was made, the remaining amount was covered through post-dated cheques — an unprecedented practice for Vatika Ltd, done only “in this case,” claims the bureau.
An audio recording cited by SV&ACB also quotes Parmar as saying that he had met Goyal’s wife and brother-in-law, BJP leader Sudhanshu Mittal, through Anil Bhalla, and had assured them that while bail was not possible, he would still “deal with Goyal respectfully” in court.

Draft order & hidden assets
A draft order and case synopsis related to IREO’s matter were recovered from Parmar’s residence during a search on April 18, 2023. According to the chargesheet, the draft order had not originated from any court file, suggesting it was “given to Parmar to guide or direct him in deciding the case.”
The chargesheet further lists a 10-kanal land parcel along the Pataudi–Gurugram road at village Sanpka, purchased on April 29, 2022, jointly by Parmar’s nephew Ajay, Mohan Lal Sharma, and Sai Transport’s owner Rohit Singh Tomar in 20:40:40 ratio, for just Rs 1.01 crore — though its market rate was Rs 6 crore.
“The rest of the payments have been made through black money by the family members of Sudhir Parmar and other partners to adjust the bribe money of Sudhir Parmar,” the SV&ACB alleges.
A WhatsApp message sent by Ajay Sharma to Tomar on January 11, 2022, allegedly confirms that the actual rate was Rs 5.3 crore, with one share shown in the judge’s name — later changed to Ajay’s name during registration.
Vehicles & lifestyle purchases
During the period under probe, Parmar and his family bought several vehicles:
Fortuner Sigma (March 2023): Rs 47.56 lakh
Thar LX D (August 2022): Rs 18.52 lakh (in nephew Ajay’s name)
Honda Amaze (February 2020): Rs 6.61 lakh (in brother Bharat Bhushan’s name)
Additionally, the construction of Pushpa Devi’s multi-storeyed house in Gurugram was estimated at Rs 1.5–2 crore, while setting up a CNG/petrol pump cost another Rs 1 crore. The family also took loans of Rs 2.7 crore, according to the bureau.
