Faridabad development body alleges violation of employment norms

The local Haryana Shahari Vikas Pradhikaran (HSVP) authorities have sought clarifications and directions from the head office regarding the awarding of contract for cleanliness here.
This comes in the wake of alleged violation of the directive issued by the state government last year that the recruitment in the state government departments is to be done through the Haryana Kaushal Rojgar Nigam Limited (HKRNL) under the Deployment of Contractual Persons Policy-2022.
However, the Faridabad office of the HSVP has been continuing with the practice of awarding tender for the work of sweeping and cleaning of roads and open spaces in various sectors (urban estate) of Faridabad, Palwal, Hathin and Rozka Meo of Nuh district.
“While the tender was first awarded for the period between January 31, 2020, and January 30, 2021, to a private company, it is continuing till now, as per the terms and conditions and by then administrative approvals,” says the communication sent by the office of the Estate Officer (EO), Faridabad, to the Chief Administrator, HSVP, Panchkula, on January 12.
The authorities have been requested to clarify if the present tender is as per the latest rules and if payments for the said tender works should be made henceforth or not. The Human Resources Department of the state government had written a letter to heads of all departments on June 30, 2022, for the implementation of the policy of the deployment of contractual manpower through the HKRNL.
Clarifications have been sought after the employees’ association (bodies) of the HUDA (HSVP) and the Sarva Karamchari Sangh Haryana (SKS) had raised the matter with the authorities alleging violation in the hiring of the manpower here.
The association had claimed that the department (HSVP) here had been engaging the contractor against a monthly payment of Rs 67 lakh, which had led to a financial loss of Rs 2,000 to each employee in the wake of low wages released by the agency.
It also alleged that the number of hired workers on the ground had been lower than what was shown on papers, for which payment is made. Describing the present contract or agreement as a blatant violation of norms, Subhash Lamba, president, SKS, said it had not only resulted in the exploitation of workers but also had an adverse impact on the work or cleanliness in the HSVP sectors.
Siddharth Dahiya, Estate Officer, HSVP, Faridabad, said clarifications had been sought regarding the contract system and the department would follow the guidelines from the head office in this connection.
