Taking cognisance of “non-issuance” of Backward Class (non-creamy layer) certificates, Public Health Engineering and Public Works Minister Ranbir Gangwa has written to the Chief Secretary to issue clear instructions to the officers concerned in this regard.

Delegations of several BC communities had met the minister and told him that their children were facing technical problems through Saral portal in getting Backward Class certificates.

Gangwa said as per the notification of Haryana Government dated July 16, 2024, salary and agricultural income had been excluded from the income limit for determining the category of Backward Class. Individuals whose gross income is up to Rs 8 lakh fall in this category. Instead of complying with the notification, many tehsildars and naib tehsildars are adding salary or agricultural income to the total income, due to which the eligible people were facing difficulty in getting the certificates.

He said clear instructions should be issued to all Deputy Commissioners and tehsildars in this regard. He said, “Eligible people should not face any difficulty in getting the certificates.”
